Can't access the LICENSES of Microsoft 365 in my developer account

When I signed in my admin account (from Microsoft 365 Developer Program, like "******@domain.onmicrosoft.com") to the admin centre, I found I can't manage the Microsoft 365 E5 Developer License anymore, which might be because of its strange unavailablity nowadays. But under normal circumstances, I should have 25 available licenses in total. For example, (5 of 25 available). By contrast, the licenses for Microsoft Power Automate Free are still valid and available for my allocation.

It is noteworthy that my Microsoft 365 Developer Program Suscription has not expired right now, as you can see in the picture 2.

I kindly request your guidance in resolving this error and a plausible explanation for this bizarre unavailability. Please advise on any further troubleshooting steps or potential solutions.
