A1: Yes, it needs to be tied to a WUFB ring. Intune uses the Windows Update for Business (WUFB) deployment service to manage and deploy driver updates.
Also Yes, you need to set the WUFB ring to allow Windows driver updates. This ensures that the driver updates managed by Intune can be deployed to the devices
In addition, we can also set deadline and the user experience settings from an Update Ring policy to apply to driver updates. Here is a link list more details.

However, without a Driver Update Profile, you won't have the granular control to review, approve, or pause specific driver updates.
