The inbound IPv6 Router Advertisement packets are allowed by default on a Windows machine by enabling the corresponding inbound rules from the IPv6 Core Networking group. Since the GPO disables any locally applied rules for the Public profile, these rules are not enabled and thus WFP expectedly drops the incoming packets.
There are 2 possible options to solve this issue,:
a. Allow merging of the local firewall rules in the GPO on the Public profile and make sure that the "Core Networking - Router Advertisement (ICMPv6-In)" is enabled on the target firewall profile.
b. Keep the merging of the local firewall rules in the GPO on the Public profile blocked, but configure the necessary inbound rule/s in the GPO targeting the device
