@bingsunny, Thanks for posting in Q&A. From your description, I find your issue is with Microsoft 365 Developer subscription which we are not familiar with. Windows 365 tag is mainly focus on cloud PC issue. For your issue, based on my researching, I find you have 30 days after your subscription expires to migrate any data. For the next 30 days, only the admin will have access to the subscription, and on day 60, the subscription and all data will be deleted.
To renew subscription, it is determined by a set of algorithms and telemetry that get from your activity in the Microsoft 365 Developer Program. You can contact the support under the following link to get help.
