What compatability restrictions are there when installing Visio and Project 2021 on Windows Server 2019 with Office 2019 Professional?

I am attempting to install Visio and Project 2021. Office 2019 Professional Plus is installed. During install using the "setup.exe /configure D:\Users\MyUser\Desktop\OfficeInstall\ProjectVisioConfiguration2021.xml" I receive a message saying that I need to uninstall Office 2019 Professional Plus 2019.
According to compatibility documentation I should be able to install it considering the the software version numbers are all 16.0 and they all use "Click-to-Run" as the installation technology. The only thing I see that may be a conflict is the channel in the configuration.xml file.
Channel is PerpetualVL2021
I've also tried setting the Channel to PerpetualVL2019
Environment: Amazon EC2 instance bundle (Windows Server 2019 with Office 2019 Professional Plus included)
