My Azure subscription was deleted few days back. How do I create a ticket to recover the data from it?

One of our Microsoft Azure subscription was deleted. We are not sure why. Is there a way to recover the data from the deleted subscription and migrate it to a new subscription? To make matters worse, when we try creating a ticket, Microsoft Azure Ticketing system tries to look for an automated solution, but does not let me open a ticket. It has been frustrating to be not able to create ticket and get some help from Microsoft SMEs.

My question is

  1. Is it possible to recover the data from the deleted subscription from a backup? We are okay to move it to a new subscription, if needed or reinstate the old deleted subscription.
