According to my searches, the Offline Address Book (OAB) for Outlook on Mac is indeed updated every 24 hours by default. It will not be updated less than that and cannot be forced update. If you have waited for less than one day, please keep patient to wait some time.
However, if your users are still experiencing issues, there might be a delay or a problem with the OAB download process.
To resolve the issue with Mac users not seeing updated contacts in Outlook, ensure the Offline Address Book (OAB) is properly configured and updated in Exchange Online, manually download the OAB in Outlook for Mac, check for any network issues, update Outlook to the latest version, and consider rebuilding the Outlook profile if necessary. If problems persist, verify directory synchronization with Azure AD Connect and review relevant logs for errors.
