Microsoft Authenticator: Backup not restore

I have changed my old iPhone to a new iPhone. When signing in with MFA to recover the backup, it doesn't sync with the new phone. Why is that?

    You must sign with same Apple ID on both devices.

    Verify that iCloud Backup is enabled and MFA data is included there.

    Two-factor authentication settings are consistent on both the devices.

    Check App settings.

    Reinstall MFA. Sign out and sign in into MFA.

    Shutdown and restart both the devices.
