Windows 11 24H2 (tested September, November and latest December build) in an air gapped/offline enviroment and it fails to detect any "20XX-XX Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 24H2 for x64" as needed or required when either getting updates via WSUS or via Configuration Manager Software Update point. Tested Windows 11 23H2 and it detects "20XX-XX Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 23H2 for x64" as needed/required as it should.

Yes the OS CU is detected as normal also tested to add .net 8.0 update and also detected as required.

Already tried a manual install of "20XX-XX Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 24H2 for x64" it installs without any issues

If you have a client in an air gapped environment and updates are delivered either via CM or WSUS you should see same result, have tried in two different environment with same result, seems that "air gapped" Windows server 2025 has same issue, as a colleague has seen same result.
