I would like to help you, but your issue is more related to Subscriptions. For such issues, it's best to contact Microsoft support.
I personally suggest you first check whether you have subscribed a plan for Visio alone (Such as Visio Plan 1 and Visio Plan 2) or whether Visio is included in another Microsoft 365 plan that you subscribe.
