The Azure cli has its own python and pip version, installed in its own directory. PIP does not work for this Python version but works normally from a my general installed python. This is a problem with the pip installation of the Azure cli python.

To be clear: executing Python - m PIP in the Azure cli directory (Microsoft SDKs\CLI2) leads to the error as well.

The issue is not resolved.

I have just found the root cause.

Please open a ticket to make suer, the az cli python installation does not add incorrect items to site.py.

I have not been able to fix this issue on my end for now.

Set up anaconda with conda environments & python (I got 3.12.7)

Install az cli

navigate to the cli dir (for me thats C:\Program Files\Microsoft SDKs\Azure\CLI2)

run python.exe -m pip

I am not fully sure, how this occurs, but thats what I got:

install anaconda and python

install az cli

navigate to the az cli dir (C:\Program Files\Microsoft SDKs\Azure\CLI2)

run python.exe -m pip

You will see and error.

Thanks for clarifying the steps you've taken so far. Since you've already set up a Conda environment and installed Azure CLI, it seems the issue arises when trying to run python.exe -m pip within the Azure CLI directory. This is likely because the Azure CLI comes with its own Python installation, which can cause conflicts when running pip from that directory.

To avoid this conflict, I have tried rather than navigating to azure cli directory I ran the commands in the conda environment

conda create --name myenv python=3.12

conda activate myenv

pip install azure-cli

pip install [package-name]

If you need to install or manage any dependencies in Azure CLI itself, it would be better to handle that within the Azure CLI directory or through a direct installation, rather than within your Conda environment.

If you still want to use pip inside your Conda environment for Azure CLI-related tasks, you may need to isolate it further by making sure that any pip installations or Python commands are directed towards your Conda environment's Python and not Azure CLI's internal Python.

It seems there is still a lot of confusion.

Conda is installed, but the bug arises with base python.

Beyond that I do not want to use pip for az cli, but executing az extension add -n containerapp DOES run pip under the hood. This is indicated in the error traces I added to my very first post.

No solution, but a workaround can be found here: https://github.com/Azure/azure-cli/issues/29630

The problem is in the sys.path setting of az cli python. It contains directories outside of the az cli directory (in my case user directories related to anaconda).

Renaming these directories while installing an extension bypasses the bug.

This is not a solution, so I suggest to escalate this to the engineers.

This issue does not affect Azure Cloud Shell or PowerShell, which we recommend as reliable alternatives for managing Azure resources.
