Integrating WhatsApp Error

Good Day,

I was trying to integrate WhatsApp Channel,

This is the second account, i've successfully activated one before

But this time always fail, anything changed?

It keep loading for long time like 3 minutes, then error on Azure Side (attached)

The account on Meta side created but without payment Method linked (No credit line attached)

NB: Please note the account has not be registered before on WhatsApp

Usually Meta prevents me to continue if the number is already in use
