Users receive "Insufficient Permissions for Software Installation" error attempting to install software from Software Center

Some of our employees see an error message attempting to install software from Software Center. The message is "Insufficient Permissions for Software Installation."

In the Microsoft Configuration Manager, all applications are set with the recommended permissions on the User Experience Tab of the Deployment Type to "Install for system."

In Administration\ Pathways Client Settings, install permissions are set to All Users.

These settings were originally setup in 2019 and have not changed. We do seem to see more of these issues in Windows 11 Professional than we did in Windows 10 Professional.

We are running Microsoft Configuration Manager version 2309 and have no other issues to speak of.

We want all of our users to be able to install software from Software Center. Why is this occurring and how can we best resolve it?

    Hope everything is going well.

    1,Please check your group policy to see if there are any Software Restriction Policies or APPlocker policies. The group policies will win over the client settings.

    System administrator has set policies to prevent this installation

    2,Or could be some new security software with new settings set in place and it may have mess up the permission or the ccmcache folder being restricted. Have you look in the logs, for example AppEnforce.log, AppIntentEval.log and SettingsAgent.log? Also, for testing software deployments it's always a good practice to do it as available and monitor the logs as you initiate the download/install.

    3,Are the devices co-managed by SCCM and Intune? If yes, please also check the MDM settings.

    4,Do you have multiple users logged in to the devices? If yes, ensure there's only the one user logged in to the device and see if the issue persists.

    Hi,

    The message is "Insufficient Permissions for Software Installation."

    If possible, please upload the AppEnforce.log so we can analyze the specific error.

    We do seem to see more of these issues in Windows 11 Professional than we did in Windows 10 Professional.

    Please check if there are specific versions of Windows 11 where this issue occurs.

    We want all of our users to be able to install software from Software Center.

    Are you deploying the software to user collections or device collections? Based on your requirements, it is recommended to deploy to the All Systems collection.

    Glad that the problem is solved by re-install the client and your solid tech skills are really impressed. In community, we focus on possible (working) solutions, other than the root cause. It seems we can archive this thread now. Here's a short summary:
