Unable to invite to tenant

We have a tenant specifically for guest users, to grant access to an application

When trying to invite we are now receiving the message "Invitations are blocked for this directory due to suspicious activity. Please contact Microsoft support for help."

    To re-enable invitations, I need a few details from you to coordinate with my engineering team. Please share the following information via email to azcommunity [at] microsoft [dot] com with the subject line "ATTN: Navya", as it contains PII.

    1. Tenant ID, display name, domain name of both resource tenant and home tenant.
    
    2. What is the business justification and scenario they will be using invitations for?
