SCCM unable to create new applications

I believe the issue is wider spread. I can launch the admin console but attempting to create new applications to deploy windows updates is a problem. I believe it was related to the application of an SQL security update. This is what I see in the statesys.log

Task 'SUM Assignment Compliance Evaluator' failed after running for 15 seconds.

    May we know why do we use applications to deploy windows updates? Is there any snapshot that failed to create new application?

    Is there any idea which security update caused this issue?
