I wonder, is there a way to make voices of foreign languages speak English without it sounding like "broken English"? For example, English with a Japanese accent? Or maybe even a Dutch or a German accent? Here's an example. English with a German accent: Airport Announcements 2017 (youtube.com)

Does Azure cost anything? If so, how much?
I've been trying the demo on https://https://www.nuance.com/omni-channel-customer-engagement.html, but it tells me that the Nuance Vocalizer voices have been transferred to Microsoft. When I'm redirected to Microsoft, there's no demo of the Vocalizer voices. What do I do next?
