Failed In-place upgrade from Windows Server 2022 to Windows Server 2025 (Hyper-V 2019 VM)

Hi, does anyone have same issue as I do - in-place upgrade from Windows Server 2022 to Windows Server 2025 on Hyper-V 2019 VM fails after 90% and first reboot. VM tries to boot and soon gets turned off. I have no issues with this upgrade path on vSphere 8 VM.

Fresh installation of Windows Server 2025 did not work either until 2024-11 CU for Windows Server 2019 was installed on Hyper-V 2019 hosts.

    Hi Bojan,

    Thanks for your post. Microsoft has confirmed this is a known issue with Windows Server 2025. For Workaround: Move non-boot disks to a separate NVME or SCSI controller.

    Does this apply to Hyper-V VMs only and to both upgrade/fresh installations? Asking because my vSphere environment also uses iSCSI storage but not problems there.
