"Certificate Templates" container missing in Certification Authority (Local) MMC snap-in

I'm trying to follow the directions here to set up an SSL Certificate for AD FS:

In the "Assign a template to a CA" section step 2 it says to click the "Certificate Templates" container, but it doesn't exist in my Certification Authority (Local) snap-in.

I have done everything in the prior section to create the certificate template. It shows up in the Certificate Templates snap-in.

I'm running Windows Server 2022. It is a new server, so not much changed/configured.
