Become express route service provider

Hi,we are a Microsoft CSP and we want to become "ExpressRoute Service Provider". I have seen some other questions where we need to create a support request in Azure Portal. Unfortunately I currently don't have access to any Azure subscription with a support plan that allows me to open a Support request like the one described here:

Could you please share with me the right contact to start this process?
