Help with SharePoint Server Subscription Edition Licenses

Question

We are looking for SharePoint Server Subscription Edition Licenses, we go a vendor (MS Partner) but they seem to have complicated the whole process, and I am sort of Lost on what the challenge is with these Licenses. Below is the Email they shared back with us.

Kindly advise as I don't fully understand what this even means and what options do I have on this. (All we needed was SharePoint Server Subscription Edition + CAL)
