Microsoft Partner Center Registration Form Not Working. Can't Pay $19 Registration Fee

I was creating my account on Microsoft Partner Center to submit my software to the Windows Store and when I get to the screen to pay the $19 registration fee - it does not work. I entered all the payment information and hit the "save" button and nothing happens. The "pay" button remains disabled as well.

I tried using another browser, a different credit card, i made sure all the required fields were filled in.

I really need a solution fast .. please ..
