"Something went wrong." with error code Create1on1ConversationWithBotFailed on adding BOT made for gov to teams

I build an application in my sandbox environment with app id 686d4e7b-a357-4289-9dd2-0c45f87b5fc5. While configuring the bot I selected settings -> channels -> Teams -> Microsoft for government .
I side-loaded the app in my teams but when I try to add the bot to a team I get the error:
errorCode: "Create1on1ConversationWithBotFailed" when I check the network tab from this API:
https://teams.microsoft.com/api/mt/part/amer-03/beta/users/apps/entitlements
I went through the suggestions written here: https://learn.microsoft.com/en-us/answers/questions/1464846/something-went-wrong-when-test-user-in-microsoft-3, but they were of no use. I am not sure what's wrong.
Please help me resolve this.

2024-09-20T12:35:50.2733333+00:00 It works, though, if I delete the Microsoft for government channel and use the commercial option. Since I am building for government I need to use this instead.

The response I get is
400 BAD REQUEST with body{ "errorCode": "Create1on1ConversationWithBotFailed" }Time -> 2024-10-07T09:41:51Z UTC +/- 15 secs

In case I have to create another tenant to publish a GCC app please do let me know the process. -

Additionally, could you Please provide a video or screenshot of the issue along with manifest file, so we reproduce the issue on our end for further debugging.
if the tenant is not GCC, you may need to choose Microsoft commercial at the time of adding ms teams channel to the bot.
