    If you are enrolled in the Windows Insider Program, certain settings may be limited due to diagnostic data requirements.

    Additionally, restrictions can sometimes be applied to specific local user accounts. Creating a new local user account might help you bypass these limitations.

    Open Group Policy Editor.

    Go to Computer Configuration*Administrative Templates**Windows Components**App Package Deployment*.

    Check if you've policy "Allows development of packaged Microsoft Store applications and installing them from an integrated development environment." disabled. Set it to Not Configured or Enabled.

    Restart system, see if issue is resolved.
