How to troubleshoot Event ID 27 Network Link is disconnecting Windows 11

After upgrade from Windows 10 to Windows 11, user began to experience network issues that make the computer inaccessible remotely (using GoToMyPC or GoToAssist). Computer appears to be offline when viewed remotely. Restart of the computer makes it accessible. I notice this Event ID 27 in the event log. I suspect it is related.

    What helped me was connecting the computer to the same power strip where the hub with the LAN cable is connected.
    Since I did this six months ago, the E1RExpress error message has not appeared again.
