Microsoft Keyboard Filter Service not blocking Keyboard keys.

I've been using the MS Windows Device Lockdown Keyboard Filter for many years with Windows 10 professional 1607 and 1809. However, with later builds like 22H2, I'm unable to get it to block defined keys. I've verified the desired keys to block are defined as "Blocked" at "Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows Embedded\KeyboardFilter" and I have verified the "MsKeyboardFilter" service is installed and running. I've tested using both a user and an administrator account without either blocking the desired key or key group. I've tried with "DisableKeyboardFilterForAdministrators" set in both states. With later MS Windows builds did the requirements, setup or use of this Device Lockdown feature change?
