Policy Based Qos not working

I'm trying to limit smb share file transfer speed using policy based Qos but it's not taking any effect. I did system restart and sign-out but still same.

Qos packet scheduler option is enabled in network adapter properties list.

Policy config:

Policy_name: smb_limit

Specify DSCP Value: uncheck

Specify outbound throttle Rate: 10MBps

The Qos Policy Applies To: All application

Only For The Following Source IP address or prefix: 30.30.30.45\22

Only For The Following Destination IP address or prefix: 30.30.30.45\22

Select The Protocol: TCP

From Any Source Port: check

To Any Destination Port: check

    Check if the Windows Firewall or any other security software is interfering with the QoS policy. Temporarily disable the firewall and check if the QoS policy takes effect.
