I suffered the same, I had only one old password entry in the authenticator that cannot be deleted, newly added entries can be deleted.

The entry cannot be modified or deleted, if I edit it and save it, it will resume once I quit the edit page.
if I attempt to delete it, the error is “could not delete password”.

    Hi,

It seems password is syncing from the device - To stop syncing passwords in the Authenticator app, open Settings > Autofill settings > Sync account. On the next screen, you can select on Stop sync and remove all autofill data. This will remove passwords and other autofill data from the device. Removing autofill data doesn't affect two-step verification.

    Check here in detail https://support.microsoft.com/en-gb/account-billing/common-questions-about-the-microsoft-authenticator-app-12d283d1-bcef-4875-9ae5-ac360e2945dd#autofill-with-authenticator

    Hope this helps.
