Don't. While the Exchange Online limits allow for up to 10000 recipients per day, that does not apply to bulk scenarios. Not only the user(s) will be blocked, you risk your entire tenant's mail flow being restricted. Use a tool that specializes in marketing/bulk campaigns instead.
send bulk emails in office 365 for a campaign
hi team,
I have a campaign to send bulk emails for recipients using Office 365. ( Thousands per hour/day). Can i know what is my limit before the user get blocked?
and if the user is blocked and i went and unblock it, will I be entitled to send again automatically or i have to wait for some time? and will the same user be blocked again if I am sending bulk emails.

Totally agree with both Vasil and Ash that it's not recommended to send bulk emails from Office 365. Below is some more information from official blog for reference:
Microsoft does not recommend sending bulk messages from Office 365, as organizations are often blocked for exceeding the allowed limit (see Exchange Online limits). Instead, send bulk email through on-premises email servers or use a third-party bulk email provider, which normally has a vested interest in working with customers to ensure good email sending practices. 2024-12-20T04:59:38.5966667+00:00 to address bulk email sending and still use our enterprise exchange subscription, is it possible that we get another domain to be used for sending those bulk emails?
ex.
@companyA.com < which will be used by the users within the organization and business correspondences
@companyAplus.com < will be used by department A for their business requirement to send those bulk emails.
@Amore.companyA.com < will be used by another department B for their own business requirement to send their own bulk emails.
