Windows Shift S yellow border

I'm trying to take a Photo using Windows Shift S and there are yellow lines around the screen I can't click anything

I guess you didn't understand what I said, my problem is when I do windows shift S, yellow lines appear around and I can't click anything. I have to turn the computer off and on. I can't take a Screenshot at the moment.

I did understand what you stated at the very beginning. I wonder if it is ok that you can use the snipping tool with delay when you do this testing again please.

Open the Snipping tool

Click "..." on the upper right corner, select "Settings"

Turn off "Snip outline"

My snipping tool app doesn't show "...". There is no option to turn off "snip outline" anywhere. I have the same issue as Huseyin, where my screen's border turns yellow when I press Windows + Shift + S. It stays that way for 10 seconds, doesn't take any screenshot, then goes away. Has anyone figured out a solution to this issue?
