Trying to learn azure when I try exercises i get sandbox activation failure.
who do i contact to resolve this issue?

Many users are facing this issue currently. I'd suggest to continue next modules and come back to the module later which needs sandbox.

The issue you mention was raised in August 2019, there does not seem to be anywhere to officially report this except here https://learn.microsoft.com/en-us/learn/support/troubleshooting#report-feedback which I have tried but MSFT do not appear to be responding to that or any other posting.
When I check the forums this issue is impacting a number of people including myself it would be good if @Microsoft would check into this as it degrades the value of their courses.

Sandbox activation failing
