How can I communicate to Type-C E-Marker cable using WINUSB or any other driver development tools?

Hi,
I am trying to communicate with a custom Type-C E-marker cable using Windows applications. Then I read about WINUSB but not able to figure out how to write applications. Are there any reference articles or guidelines to do this? Please let me know.
