Is it possible to use an unattend.xml with SysPrep on an Azure VM, to configure all language, region and system UI default language to en-GB?

So I have seen this page and already do SysPrep and create my own images, without supplying a custom unattend.xml The reason I was unsure if I can use an unattend.xml, is I have seen some websites say that you shouldn't use an unattend.xml because azure use it for setting the administrator user, and I think I have seen that the last two stages don't actually run(machine and user oobe,https://cloudsapient.com/azure-windows-vm-provisioning-insights/)
Do you have an example unattend.xml setting the language and region? And do I need to include any extra files for the language to install from?
