Do I need a specific azure subscription in order to have access to SharePoint Embedded?

I'm wanting to develop a SharePoint embedded app however, when I go to SharePoint admin center-settings-I don't see sharepoint embed. I do see read.container.all in microsoft graph but I'm assuming it's there by default. Please assist. Thank you.
