Why can I not open a support ticket?

The tag above is unrelated .. as the question is about the support.
The Azure portal does not let us create a support ticket, even though we have a subscription to the support plan and pay for it every month.

could you please give some more details what do you mean with "The Azure portal does not let us create a support ticket"?
Do you get an error message? Or any additional information might be helpful.
What kind of Azure support plan do you have?
