Provide access to view and edit files in SharePoint but not create new files/folders

I have a SharePoint site that contains a document library (Shared Documents), with some files already existing in a folder (and new files being added regularly). The goal is to provide a specific team (or all people in my organization) with View and Edit permissions on these existing files while restricting them from creating new files, folders, or saving copies of existing files.

In summary, is it possible to allow team members to only View and Edit the files in this SharePoint folder without creating any new items? If not, what alternative solutions might be closest to meeting this requirement?

    You could achieve this through create a custom permission level.

    1.Click the gear icon -> Site Permissions -> Advanced permissions settings -> Permission Levels -> Add a Permission Level -> Then create a permission level as following picture show.

    2.Go to the document library -> Library settings -> Permissions for this document library -> Remove the original permission for the specific team -> Grant the specific team with newly created permission level.
