Having trouble verifying mobile number. Unable to create account on Microsoft 365 Business Premium after redeeming.

I got approved for azure 5k credits. I have not selected an account for this. I wanted to first register my domain by creating Microsoft 365 Business premium, and then using this account for using credits. However, I am not able to create the account. Getting this error, when I try to verify my mobile number. Can you please help?
