Account Upgrade to Pay-as-you-go model not working (Saying Not eligible)

I am trying to upgrade my newly setup Microsoft azure account and I learnt that I have to upgrade it to pay-as-you go pricing model before I can begin using it fully. But each time I try to upgrade it I am sent to the same page with the message: " You're not eligible for an Azure account We couldn't create an Azure account for you. Contact Support". After contacting support for a couple of times now, it hasn't still been resolved. I would appreciate any help I can get
