If a user's Azure subscription has expired or is in a disabled state (such as after an Azure Free Trial ends), they will need to reactivate their subscription as a Pay-As-You-Go (PAYG) plan before they can move resources to a new resource group or subscription. Moving Azure resources across resource groups or subscriptions is an administrative operation that requires an active, enabled subscription.
If a subscription is in a disabled or deactivated state, Azure will restrict actions like resource moves, modifications, and deployments it prerequires a support plan to move it.
