Install error for packages-microsoft-prod.deb

I am following the guide here: https://learn.microsoft.com/en-us/sql/connect/odbc/linux-mac/installing-the-microsoft-odbc-driver-for-sql-server?view=sql-server-ver16&tabs=ubuntu18-install%2Calpine17-install%2Cdebian8-install%2Credhat7-13-install%2Crhel7-offline to install the ODBC drivers on our GitHub runner. The runner is using Ubuntu 24.04. I receive the following error:

dpkg-deb: error: 'packages-microsoft-prod.deb' is not a Debian format archive. I can see that the file was downloaded successfully and has a size of 18K: -rw-r--r--. 1 runner runner 18K Feb 26 22:09 packages-microsoft-prod.deb.

    Not that familiar with Linux environment. But regarding this error, please ensure that the .deb package is compatible with Ubuntu 24.04. Some packages may not support the latest Ubuntu versions.
