You can check the same user on different working machines. If the user is able to connect on another machine, there might be an issue on the system side.
You can try deleting the VPN profile and downloading a new one.
Once you have a working profile and need to distribute it to other users, you can export it using the following steps:
- Navigate to VPN client profile that you want to export and select the VPN profile, then select Export option.
- Select the location that you want to save this profile to, leave the file name as is, then select Save to save the xml file.
If you are still facing an issue, you can follow the steps mentioned in the link related to the same issue.
You can also check if any firewall, Intune policies, or group policies are blocking the VPN server
