Internet Information Services has taken over my default gateway

An IIS webpage shows up when I enter my default gateway to a browser to access my router. I have removed IIS from my computer, and factory reset the router. I was able to access the router after the factory reset, but now it's been taken over again by IIS.

How do I ensure IIS is actually removed so I can access my router again?

    To ensure that the Web server (IIS) is completely stopped, you can open a command prompt as an administrator and run the following command:

    net stop WAS
