1,Please run the gpresult /h gp.html command on the client and check if the GPO has arrived to your test computer. Also refer to below article and check if related registry key is set on it.

2,Also check the event viewer to see if there is any further information about GPO.
3,Do you use and security filter other than the default Authenticated Users?
