Regarding the problem that Excel mouse wheel cannot scroll smoothly

What version of Office did you use?

I suggest you refer to this support article, this feature doesn't seem to have been released for all channels, and should only have appeared in Office 365 versions, but whether it was removed in the end is not explained in an article, because I didn't find this feature in my latest version of Excel 365 based on the article description and some searches. I recommend that you try to see if you can use this feature in Office 365 Bate, according to the information Smooth Scrolling in Excel is available starting from Version 2207.

Regarding the use of the software you are talking about, is it a third-party software? Third-party software is recommended to check the corresponding available Office version, it may be incompatible and cannot be used.
