Open a ticket against the HSM resource in the Azure Portal and explain the situation to support. They may be able to expedite its purging/deallocation.
Created 90-day Purge Protected HSM accidentally
Hey,
I got a huge problem. I created a managed HSM by accident, then deleted it. Now I fully realized, that HSM are always soft deleted and that I created a HSM that is 90 days purge protected.
My Company does not use this service at all, and Microsoft keeps charging by the hour...
Is there absolutely no way to cancel this HSM and avoid further billing? Otherwise I am done and can start looking for a new job :(((

I understand that you have created managed HSM and deleted by accidently, now you would like to avoid the billing for the resource.
Since you created a Managed HSM with a 90-day purge protection period, it remains in a soft-deleted state and cannot be permanently deleted until the retention period expires. During this time, you will continue to be billed for the HSM. Once the 90-day retention period ends, the Managed HSM will be automatically purged.
Because purge protection is enabled, neither the HSM nor its keys can be purged before the retention period ends. Additionally, the retention period cannot be shortened after creation.
The only option in this case is to work with your account team to contact our finance/billing department and request a refund. Please create a support ticket with our Billing team to proceed. If you're unable to create a support ticket, let me know, and I can assist in arranging a one-time free support ticket for you.
