Access control (IAM) Issue - Creating is greyed out

I am owner of a MS Action Pack Subscription. I cannot find out why i am not able to create role assignents in Access control (IAM) anymore. I stuck in the last menu. The create button is greyed out.

    I Understand that you are the owner of MS Action pack subscription and you are not able to create role assignments in Access control IAM anymore.

    As you are using MS Action pack subscription to manage your offerings, including Action Pack, in Partner Center, you must be assigned the Microsoft AI Cloud Partner Program partner admin role. The Account admin in your organization can give you relevant access.

    Additionally This pack is the entry-level program for Services partners but is discontinued for fresh purchases and renewals.
