    I understand that you are unable to create NetApp Files. Please be inform that the error code ResourceOperationFailure during Azure NetApp volume creation it indicates an issue with the resource provider or configuration settings. Common causes include insufficient permissions, misconfigured network settings, or resource limits being reached.

    However, Check the Azure portal for detailed error messages, ensure that all required permissions are granted, and verify that your network settings align with Azure NetApp Files requirements.

    We tried from our end it is working. Please follow these steps for you reference:

    Create a NetApp account:

    1.In Azure Portal search box, enter Azure NetApp Files and select it.

    2.Select + Create to create a new NetApp account.

    3.In the new NetApp account window, give the following information:

            a. Enter the account name.

            b. Select your subscription.

            c. Create a new Resource Group and Select OK.

            d. Select your account location.

    1. Select Create to create your new NetApp account.

    Create a Capacity Pool:

    1. Go to resource, Select your NetApp account.
    2. In your account Select Capacity Pools.
    3. Select +Add pools.
    4. Provide the information for capacity pool:

          a. Enter the pool name.

          b. Select Premium for the service level.

          c. Specify 4(TiB) as pool size.

          d. Use the Auto QoS types.

    1. Select Create.

    Create an NFS volume for Azure NetApp Files:

    1. From your NetApp account, Select Volumes.

    1. Select + Add Volume.
    2. Provide the information for volume:

           a. Enter the volume name.

           b. Select your Capacity Pool.

           c. Use the default for quota.

    1. Under virtual network, Select Create new.
    2. After providing the information, Select OK to create the vnet.

    1. Select Protocol, and provide the information given:

          a. Select NFS as the protocol type.

          b. Enter the file path.

          c. Select the NFS version (NFSv3 or NFSv4).

    1. Select Review + Create to display the information for the volume you are creating.
    2. Select Create to create the volume.
