Please have a try with the following steps:
- Run your Services as administrator.
- Locate the “CNG Key Isolation” service and open it.
- Change the “Startup type” option to “Manual” and start it.
- Download the Visual Studio from the page and try again.
Besides, please check if you have specialized anti-virus, app-blocker, or GPO phased permission software installed that maybe be blocking this installation. Please temporarily disable them and clean your %temp% folder to try again.
