Solutions in PowerApps

I want to use Soultions and assign powerautomate per process licence. My PowerApp use instant flows to get data from Sharepoint (only non-premium connectors). Instant flows are run from single account (owner of the canvas app).

In this case, to use PowerApp does Microsoft E3 or Microsoft Premium are sufficent?

Is nesesery to extend license for PowerApp per App for all my users?

If I put canvas app and flows into Solution, does it need PowerApp per app or PowerApp Premium License?
