2.Does the issue affect all users or a specific user?
3.Has the issue persisted? Did you make any setting changes before the problem occurred?
4.Is the user's email address located on-premise or in the cloud?
5.Can't send mail to internal users or can't send mail to external users? Is it impossible to send email to a specific domain?
Here are some common suggestions you can try:
1.Check if the MX record is set up correctly.
2.Check if there are mail flow rules that affect all users sending emails.
3.Check if Outlook is offline. Make sure you're connected to the internet.
4.Create a new profile to see if it works.
