speech service problem while using my student pack

when i try to create instance of azure speech service i got this error ( i use student sub ) : {"code":"DenyAssignmentAuthorizationFailed","message":"The client 'Rayen.benaziza@isitc.u-sousse.tn' with object id '27aa799e-5157-44c3-9544-15e0758ff76f' has permission to perform action 'Microsoft.Resources/deployments/validate/action' on scope '/subscriptions/48780ee1-c737-44b8-80b9-47564adf1617/resourceGroups/ocean/providers/Microsoft.Resources/deployments/Microsoft.CognitiveServicesSpeechServices-20250120110637'; however, the access is denied because of the deny assignment with name '[UnusualActivity] Full Deny assignment on dbd6664d-4eb9-46eb-99d8-5c43ba153c61 for user 00000000-0000-0000-0000-000000000000 at root added' and Id 'd49127ba81c54b0b925fedfbdcb01d07' at scope '/'."}
